The Second Meeting of the First CSAS Management Committee Session Was Held


The Second Meeting of the First CSAS Management Committee Session was held in Shanghai on August 31, 2013. Participants consisted of Ruan Jun, CSAS Secretary, Wang Ping , Deputy Secretary, Zhou Xiang, leader of CSAS Interface Standardization working group, Yuan Changan, leader of CSAS Reliability and Acceleration Test working group and representatives of CSAS Management Committee from Huizhou NVC, Dongguan Kingsun, Shanghai Sansi, Shanghai Yaming, Zhejiang Shenghui, Ningbo Sunpu, Jiuzhou Optoelectronics and Hangzhou Silan Azure Co., LTD. Etc.. The International SSL Alliance (ISA) President and CSA Secretary-General Wu Ling and ISA Secretary-General Yue Ruisheng attended the meeting, which was chaired by Li Jinmin, Director of CSAS Management Committee.


At the meeting, Ruan Jun delivered a report regarding CSAS work progress, and reviewed the progresses since last meeting (the First Meeting of the First CSAS Management Committee Session, held in Guangzhou on November 6, 2012). He also briefed the achievements of the Committee in preparation, publishing and implementation of standards. Since established in September 2012, the organizational structure and working mechanism of CSAS have experienced continuous improvement. CSAS was approved to be one leader of Lighting applications and energy efficiency working group and head of technical counterparts in domestic joint working group of ISO/TC274 by Standardization Administration of the People´s Republic of China (SAC). The channel to develop national and international standards was improving and all work was carrying out smoothly.


Two working groups (i.e., interface standardization working group and acceleration test  group) were established for the construction of organization. LED road lighting products in cold region-Performance requirements and another standards were being revised in combination with pilot projects in cross-strait cooperation industry. Six standards (standards CSA016-CSA021) had been developed and released, and five was to be developed. Ruan Jun said that CSA standards were currently being proposed to be recognized as national standards. CSAS also strengthened cooperation with Guangdong Province, Shanghai City and national testing agencies., and actively promoted the popularization and application of CSA standards.


With regard to CSA standards promotion, CSA016 Interface Requirements for Application of LED Lighting: Street/Tunnel Light Consisting of LED Module With Heatsink and Separated Control Gear was prepared with participation of national standard about technology requirements of LED lighting indoor and out door drafted by Technical Committee 452 on Building Energy Efficiency of Standardization Administration of the People´s Republic of China (SAC), reflecting the aspect of interchangeability. With the joint cooperation with Guangdong Province Technology Office, the standard would become one of technology specifications of Guangdong LED Standardized Lighting Uint. In addition to the efforts mentioned above, CSAS communicated with Zhaga and discussed the cooperation. CSAS also participated in drafting Shanghai local standards of interchangeable LED streetlight, carried out jointly by Shanghai Transportation Committee and Streetlight Center. Elec-Tech International Co., Ltd, Sichuan Jiuzhou Electric Group Co., Ltd, Liming Tech Co., Ltd, and other enterprises had conducted mass production of LED modules in accordance with the standards. Philips, Feng Tai electric Ltd, Shenzhen Jiawei Photovoltaic Lighting Co., Ltd and Shanghai Sansi were developing LED modules in line with the standards, and planning to achieve mass production. CSA020, Accelerating Depreciation Test Method for LED Lighting Products had been recommended to more than 20 testing institutions. Moreover, exchanges and meetings had been conducted with National Lighting Test Centre (Beijing) and National Lighting Test Centre (Shanghai). National Semiconductor discrete device QC Center, Xiamen QC Center, Dongguan QC Center, China CESI (Guangzhou) Laboratory, Shanghai LED Engineering and Technology center, etc. had begun testing and validation. The standard had also been recommended to United States DOE Reliability Test Union.


As for work plan for the next step, Ruan Jun said that CSAS would work with Standardization Administration of the People's Republic of China "SSL Lighting Applications and Energy Efficiency Working Group" and ISO/TC 274 light and lighting technical counterparts in domestic joint working group to set up coordination mechanism for revision of CSA standards, national standards and international standards. He also revealed that they would complete the work plan of ISO/TC 274 technical counterparts in domestic joint working group, encouraging enterprises to actively participate in international standardization activities.


The CSAS Interface Standardization working group was approved and established in June 2013. At the meeting, Zhou Xiang presented the work of the new working group from the views of project background, history, working modalities, achievements and planning. According to information, the working group was responsible for the standardization of LED lighting product specifications and interfaces. With the help of the State Key Laboratory of Solid-state Lighting (SKL), the group would make joint research with companies. Progresses on standards were made, among which CSA standards CSA016 and CSA017 were at upgrading and maintenance stages, CSA022-CSA026 was at the consultation draft stage. Zhou Xiang said that the working group would work out the development of new modules for LED lighting products and specifications interface.



CSAS Reliability and Acceleration Test working group was formally established in August 2013. At the establishment meeting, Yuan Changan presented the CSA020-LED Accelerating Depreciation Test Method for LED Lighting Products with the focus on its promotion, feedback and version upgrades. He also updated the research and standard preparation for accelerating testing method and reliability of driving and controlling circuit as well as pre-research progress on the standard of LED color shift reliability and accelerating testing. He also pointed out that, work in these areas would continue to be advanced in the next step.


When reviewing previous work, participants actively exchanged views on ways to coordinate standards in different levels, to encourage enterprises leading the development of standards, to improve the CSA's influence over the standards, etc. The management systems of CSAS Management Committee, collaboration of standardization, website construction and other resolutions were adopted.



During the discussion, the shift of the way of thinking about standard was an important topic. Different from the state of following others, solid-state lighting was a new industry without existing experience. Enterprises were the main body in the industry, and should also be an important participant in the standards-setting. The promotion of CSA standards drafted by  enterprises in industry could contribute to the development and launch of national policy.


At present, major achievements have been reached concerning the CSA standards, such as CSA016 and CSA020, which have been incorporated into the "100 Projects in Energy Efficiency and Standards Promoting". During the discussion, some enterprise representatives said that enterprises should actively adopt CSA standards to make them perfect in the practice, training of published CSA standards should be enhanced, and influence and authority of CSA standards should be improved. Some other enterprise representatives believed that platform building was as equally important as standards preparation. From the perspective of CSAS, progresses were made rapidly. The beginning was difficult, but it was followed by good results.


Secretary-General Wu Ling made concluding remarks at the meeting. She said: "Attitudes and Awareness are Very Important", and said that China was currently at the new stage of adjusting the structure of development, and explored ways to develop emerging technology industry. The development of a new industry, such as the LED industry, was actually a systematic project. From the standards, market access to brand-building, the formation of competitiveness for sustainable development required joint efforts. China was also undergoing reforms, and a clear direction of reform on social function had manifested. From this point of view, the establishment of CSAS had deep industry and political backgrounds, and was in line with China's future development direction.


From the industrial development experience of international science and technology, standards were often made in a situation where enterprises were the main body. Wu Ling said CSAS was a platform with enterprises as the main body to promote standard preparation. Certainly, there would be some conflicts during the joint preparation of standards. CSA and enterprises were not on the opposite side. CSA was a platform built by the industry and R&D communities, and the enterprises would lead on this platform. The public research platform (State Key Laboratory of Solid-state Lighting) composed of enterprises and research institutions was an independent power supporting industry development. "The relationship among CSA, enterprises, and public research platforms must be adjusted correctly" said Wu Ling.


From the international point of view, the ultimate winning of industry, in fact, was the winning of standard, which is a systematic project involving a lot of work. It was most important that the industry and the government could accept the standards, and they could have final word in international community. "I hope that these efforts could bear fruit quickly", said Wu Ling.
