China Solid State Lighting Alliance (hereinafter
referred to as "CSA") and China Certification Center for Quality Mark
(hereinafter referred to as "CQM") held a strategic cooperation
signing ceremony in Shanghai on September 1, 2013. Xie Ji, Deputy Director of
the Environmental and Resources
Division of State Development and
Reform Commission, Zhou Mutang, Deputy Inspector of Department of Science and
Technology of Guangdong Province, Wu Ling, CSA Secretary General, Yue Ruisheng,
Secretary-General of International SSL Alliance, Yun Danping, Deputy Director
of the Office of Science and Technology of Guangdong Province and other leaders
attended ceremony. The signing ceremony was chaired by Li Jinmin, Executive
Director of research and development of CSA. Li Tienan, General Manager of China Certification
Center for Quality Mark and Ruan Jun, Deputy Secretary-General of the CSA
signed the agreement.
CSA made
active exploration and practice in standardization of solid-state lighting industry. CSA established
China Solid State Lighting Alliance-Standardization Committee (CSAS) in
September 2012 under the guidance of Standardization Administration of the
People's Republic of China and Ministry of Science and Technology. At the same
time, they relied on CSA public technological research
and development platform -
the State Key Laboratory of Solid-state Lighting (SKL) for strong technical
support. It was a combination
of common investment, risk-sharing, benefit-sharing platform, achieving the
role of enterprises as a main body in standards development, ensuring the
seamless development and industrialization.
For now, CSAS had released
21 CSA standards, among which LED Spotlight and LED Downlight
specifications had been recognized as national standards, a total of 3
items, including road lighting
specifications interface, lumen depreciation accelerating test and others had
been included to NDRC and SAC's
"100 Projects in Energy
Efficiency and Standards Promoting". CSA was
also leading one national
standard project work, and participating
in developing 2 national standards. CSA standards played an active role in
promoting healthy and orderly development of emerging industries in China.
China Certification Center for Quality Mark (CQM) was one of China's earliest voluntary
institutions who conducted product certification. It had a complete products certification and evaluation
services in energy-saving, environmental protection, safety and health, climate
change, resource comprehensive utilization system and so on, and was China's only international
certification body for explosion - proof Electric Products certification
services. The ELI certification (known as the Efficient Lighting Initiative)
carried out by China Certification Center for Quality Mark was short for global certification for high
efficiency lighting products, aimed at certification services for efficient
lighting products worldwide, facilitating and promoting development and
application of high efficiency lighting technologies. ELI started in 1999 with
the World Bank (WB) - affiliated
International Finance Corporation (IFC) responsible for the implementation. It
had gained support
from the Global Environment Fund (GEF) and
developed into one of the evaluation criteria for bulk procurement and access
in more than 10 countries in Oceania, South America, Asia, Eastern Europe and
Africa, including Australia, Brazil, Uruguay, Hungary, Indonesia, Viet Nam and
South Africa.
In order to change the chaos and uneven products quality
of solid-state lighting
market, to commonly build the confidence built by government procurement and
consumers' selection, and to support implementation of national related policy,
CSA and CQM decided to carry
out solid-state lighting
products quality certification work on a voluntary basis utilizing both advantages and resources, to put CSA standards as an important foundation for developing LED/ELI certification in China, as to promote the development of semiconductor lighting industry
further.
